The Emergency Lodging Fund Program, E.L.F, was established to assist individuals and families who are victims of domestic violence or human trafficking and are in immediate need of shelter. Funds are limited to a max of 5 nights of lodging at the rate of equal to the lesser of the average daily rate or the state rate. Designated or charitable organizations including advocacy and law enforcement agencies must refer the individuals or families to a participating lodging facility to be eligible.

Designated and charitable organizations including advocacy groups and law enforcement agencies are working together to successfully utilize funds available for emergency lodging. To enhance coordination and communication, keep in mind the E.L.F Guidelines.
How to become a participating lodging facility:
- Download and complete the Participation Agreement.
- Email the signed Participation Agreement and W9 to [email protected]. W9 must be on the 2024 form.
Program requirements:
- Lodging Facilities may offer lodging based on availability of rooms.
- Individuals or families must be referred to Lodging Facility by a designated organization.
- Available for individuals or families that are victims of domestic violence or human trafficking.
- The lodging rate is equal to the lesser of the average daily rate or the state rate, as defined in 44-4-1505(a)(i), MCA, for each night lodging was provided at no cost to the individual or the referring organization.
- Limited to a maximum of 5 nights’ lodging for each individual or family.
- May be claimed only for short-term lodging provided in the state.
- Ineligible for funds include lodging costs for an individual or family who is displaced by a major disaster declared by the president under 42 U.S.C 5170 or 5191 and who receives financial assistance for temporary housing under 42 U.S.C 5174.
