The Crime Information Bureau (CIB) provides operational support to the state Criminal Justice Information Network (CJIN), serves as the state link to the FBI’s National Crime Information Center and the International Justice and Public Safety Network, and the Criminal Records and Identification Services Section (CRISS) which collects, stores and disseminates criminal records and fingerprint information, and addresses homeland security issues. CIB is also comprised of the Sexual or Violent Offender Registry (SVOR), Computer Internet Crime Unit (CICU) and Montana Analysis & Technical Information Center (MATIC).
The Criminal Justice Information Network Services Section manages Montana’s Criminal Justice Information Network (CJIN) by:
- Authorizing agency and user access
- Developing system advancements
- Providing web-based and instructor-led training and certification programs for nearly 5,000 users
This section also protects the accuracy and timeliness of the information provided by the network and, on a three-year cycle, performs compliance audits of all system users to ensure that they meet all of the security and policy requirements for obtaining and using the information. CJIN Services Section staff write and update the CJIN Users Guide, the Mobile Users Guide to CJIN, online CJIN help files, and training broadcasts.

The Criminal Records and Identification Services Section collects and stores criminal history information, provides fingerprint identification, and disseminates the information to law enforcement agencies and others lawfully entitled to receive it. Criminal records are used in a number of critical areas: issuing weapons permits; determining criminal sentences; completing background checks for public employment, licensing and volunteer purposes; making recommendations for parole and probation; and assisting prosecutors in criminal cases. The section also manages the state Automated Biometric Identification System, which checks fingerprints from crime scenes and suspects against a database containing millions of prints.

The Computer Internet Crime Unit conducts forensic examinations of computers that allegedly been used to commit crimes, submitted by local, state, and federal law enforcement agencies. This unit investigates Internet Crimes against Children and Child Sex Trafficking through the Montana Internet Crimes Against Children Task Force. The unit also provides educational programs for schools and community awareness presentations to inform the public about Internet safety and security.

The Montana Analysis & Technical Information Center’s (MATIC) mission is to collect, store, analyze and disseminate information on crimes that have occurred or are suspected to law enforcement, community and government officials.
MATIC is a multi-agency entity that involves the Division of Criminal Investigation, Department of Corrections, Department of Military Affairs, and the Helena Police Department. MATIC has been designated by the Governor’s Office as the state’s fusion center and contributes to Montana’s safety by providing critical public safety information to first responders, law enforcement leaders and government officials.
In compliance with Montana law, the Attorney General established an advisory board for MATIC in 2003. The board oversees the unit, ensuring that MATIC adopts, implements and complies with policy regarding safeguarding an individual’s right to privacy.
