| Libby Asbestos OU3 Project Workshop #2 | NRDP will be holding a project workshop in Libby to discuss restoration project ideas for natural resource damage funding available for Lincoln County. NRDP is evaluating the need for additional early restoration projects, and this workshop will aid us in understanding interest and ideas for potential future early restoration projects. If you have ideas for restoration projects in Libby related to aquatic/riparian resources, terrestrial resources, or recreational use of natural resources in Lincoln County, we encourage you to join us for this workshop. | Frequently Asked Questions for NRDP for the Communication Consultant Request for Proposal | NRDP's Communication Consultant RFP opened on eMACS on Friday, March 20, 2026, and will close Tuesday, May 5, 2026. A virtual Q&A session will be held on Tuesday, April 7, 2026, from 1:30pm to 2:00pm MST and is open for everyone and will be recorded. Questions not addressed at that virtual session should be posted to the Q&A Board in the eMACS event which is open for questions until the Q&A Board closes to questions on Thursday, April 16, 2026, at 5:00pm MST. | NRDP is seeking a consultant to assist with developing communication content and strategies. The terms “Contractor” and “Offeror” across RFP documents are used to refer to the Communication Consultants as appropriate for the document. A Communication Consultant may be an independent contractor or a firm specializing in consulting on communication needs. | Orchard Diversion Improvements Project Environmental Assessment | The proposed project within the Clarks Fork Yellowstone River and Orchard Ditch will meet seasonal irrigation demand for existing water right holders, improve structural stability of in-stream diversion structures, reduce annual maintenance requirements, and improve volitional fish passages. This involves installation of temporary facilities (in-stream cofferdams) and permanent irrigation infrastructure that will promote overall restoration goals. NRDP determines the proposed action would result in limited environmental impact, and this action was discussed at multiple citizen advisory council meetings minimal concern expressed regarding environmental or other impacts. Grace & Co.’s (“Grace”) Chapter 11 bankruptcy case for the Libby Asbestos Superfund Site. The settlement resolves the natural resource damage liability of Grace and other affiliated companies to the State of Montana for the Libby Asbestos Superfund Site and requires Grace to provide the State with financial assurance for the Kootenai Development Impoundment Dam, amongst other provisions. | 2025 Anaconda Amendment Public Comment Meeting | The State of Montana Natural Resource Damage Program (NRDP), acting on behalf of the Governor as trustee is seeking public comment on the Draft Amendment to the Anaconda Uplands Restoration Plan (Amendment). The Amendment directs how restoration funding will be spent on Anaconda Deer Lodge County (ADLC) land now that all remedial actions, except monitoring and long-term operations and maintenance, have been completed on state-owned lands on Stucky Ridge and the Mount Haggin Wildlife Management Area. The Amendment identifies actions on ADLC lands within the Anaconda Company Smelter Superfund site that singly or in combination restores, rehabilitates, replaces, or acquires the equivalent of the natural resources injured by operations at the site. These actions aim to compensate for interim loss of injured resources and services until resources are returned to baseline. NRDP is also seeking public comment on draft environmental assessments (EAs) for restoration actions pursuant to the Montana Environmental Policy Act (MEPA). | Blacktail Creek Restoration Project Environmental Assessment | Two proposed restoration projects areas are included in this project and are intended to mitigate artificial impediments to aquatic organism passage and to improve habitat conditions for the native fish population in Blacktail Creek. The first project area is located on the Butte Country Club (BCC) property at the site of an existing irrigation diversion structure and instream pond. The project aims to isolate the pond from the stream, install a new diversion upstream with a fish screen, and restore Blacktail Creek floodplain adjacent to the existing diversion and pond. The second project area is located on Butte-Silver Bow City/County property just south of the BCC property at the site of an existing sewer pipe crossing of Blacktail Creek. This project is designed to fully encase the pipe in concrete and build a series of drop pools below the pipe crossing to stabilize the stream and provide improved aquatic organism passage.
